President

Leon Hughes is the President of the Board of the U.S. Virgin Islands Lacrosse Association and a native Virgin Islander whose leadership is grounded in a lifelong commitment to the Territory’s youth, economy, and community. A former U.S. Navy Sonar Technician Surface, he brings operational discipline and calm, high-stakes decision-making experience to his role guiding USVI Lacrosse’s vision, governance, and growth.

Professionally, Hughes is the Founder and CEO of NEARiX, a St. Croix–based technology and data services firm recognized as Business of the Year and honored with a congressional mention for its impact on innovation and economic development in the Virgin Islands. His work building a globally competitive, locally anchored tech company reflects the same strategic planning, accountability, and investment in local talent that he champions within USVI Lacrosse.

Hughes’ connection to the sport is deeply personal: he was an inaugural sponsor and donor of USVI Lacrosse, and both of his sons played on the inaugural national team, with his youngest still competing for the men’s national team today. This dual perspective as a parent and leader drives his focus on transparent, inclusive governance and on building pathways from grassroots play to international competition for boys and girls across all islands.

Beyond lacrosse, Hughes serves as Vice Chair of the St. Croix Chamber of Commerce, Strategic Committee Chair of the Governor’s Workforce Development Board, and an Advisory Board member of the Virgin Islands Small Business Development Center. Across these roles, he uses data-driven strategy, cross-sector collaboration, and a deep belief in Virgin Islands talent to create programs that expand opportunity, strengthen the local economy, and position USVI Lacrosse as a source of pride on the global stage.
