- Passport Holder: Copy of USVI/US passport photo page
- Birth Connection: USVI birth certificate + supporting documentation
- Parental Connection: Parent birth certificates from USVI
- Grandparent Connection: Grandparent birth certificates from USVI
- Residency: 2+ years in USVI within last 5 years
- Marriage: Spouse passport + residency proof

- Background Check: Criminal history verification for athletes 18+

Program participation requirements
