National Teams ProgramOur National Teams Program mission is to establish the US Virgin Islands as a world-class lacrosse nation through systematic development of athletes from grassroots to international competition and beyond. We accomplish this by achieving the following objectives:
The ultimate objective is to establish the US Virgin Islands National Team Program as a world-class development system, ensuring systematic identification and progression of talented lacrosse players while maintaining full compliance with international eligibility standards and territorial sport federation requirements. This comprehensive framework establishes an optimal process for the US Virgin Islands National Team Program to identify, register, evaluate, and develop eligible lacrosse players for international competition. Our approach promotes and encourages a virtual lifelong relationship with USVI. It begins with basic registration and progresses through national team stages - with clear documentation requirements and performance standards - and strategically aligns with post-international competition opportunities advancing into late-stage club, coaching and other community engagement possibilities for those inclined to continue their lacrosse athletic activities and interests.
Executive Director As the founding member, Rich brings 30 years of sports leadership and administrative experience to USVI Lacrosse. In 2019 he established a board of directors and incorporated the U.S. Virgin Islands Lacrosse Association as 501(c)3 nonprofit organization. He began his career coaching lacrosse, swimming and water polo at Canterbury School in Connecticut, and has gone on to coach at every level from youth to international. He served on the staff of the Ireland Men's National team from 2014-2018. His record includes 9 international victories as a head coach and a 5-3 mark as an assistant coach at the 2018 World Championships in Netanya, Israel.
Rich is currently an ASCA level 3 professional swim coach with the Westport Water Rats, where he has developed multiple nationally ranked swimmers, including the current 3rd ranked 14U 200 Breaststroker in the USA. Prior to Westport, Carter coached the St. Croix Dolphins and later went on to serve as President of the St. Croix Swimming Association board of directors. During his time on St. Croix, Rich also served as the Athletic Director at The Good Hope School from 2006-2010. As a young athlete, Carter was an All-American in swimming and All-New England selection in lacrosse. He went on to become a Division I defenseman at Villanova University. Rich and his wife Regina reside in Rye Brook, NY.
Director, National Teams Program Recognized as an innovator, thought leader and architect of numerous creative concepts including systems that integrate box and field versions of the sport, Bill was one of the first to integrate performance training, evaluation and mental conditioning into the technical training of lacrosse athletes. Bill has served organizations and athletes at virtually every level, from youth through college levels including coaching positions at the University of Tampa and Florida Southern College. As Director and Head Coach – National Team, Bill was the inspiration and innovator behind the tremendously successful lacrosse program at IMG Academy. As he launched the program nationally, his system and style of play achieved national rankings and universal recognition as one of the best high school prep lacrosse programs in the world. His National team was nationally-ranked in the Top-20 over consecutive years. Bill was inducted as a member of the USA Lacrosse Florida Hall of Fame in 2018 and has served the national organization in a variety of roles including appointments to the USA Lacrosse Selector Staff of the 2012 World Championship U.S. National Men's U-19 team. Bill has served Florida for many years as President of the North Florida Chapter and President of the Gulf Coast Chapter. A Long Island native, Bill led his Sachem High School teams in lacrosse and hockey, where he was a two-year captain and two-time All-County selection. As a four-year starter at attack for Ithaca College, he graduated as one of the all-time top-10 leading scorers in school history.
General Manager Craig joined the USVI program in March, 2025. He brings over 24 years of competitive coaching and administration background to the USVI Platform and is currently the Senior Manager for 3D Lacrosse - Upstate. Craig is a Rochester, NY native and a West Irondequoit graduate (2004). He attended Monroe Community College for two years where he received All-American honors and shattered innumerable scoring records. After transferring to Ithaca College he added two All-American and All-Conference honors, as well as, participated in the DIII National Tournament. During his career, Craig played Attack/Midfield where he scored 12 goals in postseason, four of which were in Ithaca’s NCAA Tournament victory over Cabrini. He graduated from Ithaca College with a Bachelor’s Degree in Health Science and a minor in Sports Psychology. Craig currently resides in West Irondequoit with his Wife (Renee), Son (Chase), Daughter (Olivia) and youngest Son (Liam).
General Manager Jamie Carver is a longtime lacrosse coach, program builder, and player development leader with more than three decades of experience growing the sport across youth, high school, and international levels. Carver captained the varsity lacrosse team at Calvert Hall College High School and represented the United States as a member of the USA U18 Team in 1990. He later helped lead Community College of Baltimore County, Essex to the 1991 NJCAA National Championship before continuing his career at University of Maryland under Hall of Fame coach Dick Edell. Throughout his coaching career, Carver has built and led programs across Maryland, California, and Florida. He served as Head Coach at Cardinal Gibbons School (Baltimore), earning Baltimore City Lacrosse Coach of the Year honors in 2006, and later helped establish multiple lacrosse programs in Florida including initiatives at Out-of-Door Academy, Venice High School, and Riverview High School. Carver is the Founder and Director of the Tamiami Lacrosse Club, Sarasota Seahawks, a Florida nonprofit youth organization serving hundreds of players annually and helping expand the sport throughout the Sarasota and Venice communities. His coaching philosophy emphasizes fundamentals, leadership development, and the Long-Term Athlete Development model, preparing athletes for success both on the field and in life.
